- Presence of the vehicle owner with ID card
- If the owner is not present — court authorization (not older than 12 months)
- Presence of the vehicle user with passport
- Vehicle registration certificate
- If the vehicle owner is a legal entity — authorization on company letterhead, certified with stamp and signature of authorized person
